Caesars Windsor in Windsor, Ontario, Canada is one of four casinos in the Detroit-Windsor area. Owned by the provincial government of Ontario (via Ontario Lottery and Gaming Corporation), operated by Caesars Entertainment. Both the original Casino Windsor as well as the new expansion were designed by WZMH Architects. The casino is located on the banks of the Windsor River overlooking the Detroit skyline near the end of Canada's Detroit-Windsor Tunnel. The creation of this casino is a major factor in the legalization of casino gambling in Detroit.
The "Forum" tower of the hotel stands as high as 23 floors and opened in 1998. The "Augustus" tower stands on 27 floors and opened in 2008. The casino is publicly owned by Ontario Lottery and Gaming Corporation; most of the profit is returned to the provincial government.
In December 2006, Harrah's announced that it would change the casino name to Caesars Windsor . The name switch coincides with a number of other significant changes, including the new 27-storey hotel ("Augustus Tower"), a 5,000-seat entertainment center, and a 100,000 square foot (9,300m 2 ) convention room.
The change is needed to make the casino more desirable by US gamblers. For various reasons: the security of the 9/11 border, the closing of the exchange rate gap, the one-month casino workout strike in 2004, the popularity of Detroit's three properties, and the provincial smoking ban, Caesars Windsor has failed to retain its customer base from its peak years at the late 1990s. Before September 11, 2001, it was the most popular casino in the Detroit market. History
In 1993, the Ontario government selected a Caesars World joint venture, Circus Circus Enterprises, and Hilton Hotels to build and operate a provincial-owned casino.
Casino Windsor opened in a temporary location in May 1994 as the first casino in Ontario. The former Windsor Art Gallery located on Riverside Drive has been re-installed to store a temporary casino. Initially, the US-Canadian currency exchange rate has given people from the United States an economic incentive to gamble at Caesars Windsor. The exchange rate was a major contributor to US gamblers crossing the border in the booming years of Casino Windsor in the late 1990s. The Canadian dollar traded below the figure of sixty-five cents compared to the US dollar in the late 1990s, providing price incentives to US buyers to gamble at Windsor as well as spending in city hotels and hospitality establishments.
