In October 2010, Perry told MTV about the California Dreams Tour: "I think I am looking forward to making music videos on this new album..... and I am very excited to combine the look and ideas of some of the songs on the tour and make I want to be a lot of visuals I want to be 10 times better than when I was on the last tour. "Baz Halpin was hired to direct the tour and production on the tour started in November 2010. Perry chose Halpin as a director after seeing his work with P! Nk and wanted the tour to look like the work of artists Will Cotton and Mark Ryden. The tour was originally designed as a theater-based tour with only one or two small arena performances. However, as Perry's popularity grew, the tour improved and was changed to accommodate a larger place. When the tour was revamped, a larger scrolling stage was introduced with more lighting, bigger video screens, more costume changes, and 14 trucks to transport equipment. Tour director Baz Halpin designed the show to be "jukebox music".
While promoting the Teenage Dream album, Perry stated that he wants his upcoming tour to be very visual. On his Twitter account, he states, "I hope it will involve all your senses: sight, sound, smell, taste, touch". The tour was officially announced in October 2010 by various media including Perry's official website, along with the release of her third single, "Firework". In 2011, Perry announced his feet in North America during a live chat on Facebook's social network. She then replied the tour would be very "super girl power" as vocalist Robyn, Yelle, Marina and Diamonds, and Janelle MonÃÆ'áe will open her show for various legs. Perry further stated he would actively participate with fans during the tour on various social networks including Facebook and Twitter.
His friend Jessie J was also confirmed to support Perry during the end of his journey during the fall but had to withdraw under the doctor's orders after injury during the rehearsal for the concert. He was replaced by Indietronica artist Ellie Goulding.
Calvin Harris is advertised as the opening act for Perry at the performances of England, Scotland, Wales and Ireland. On March 27, 2011, Perry announced via Twitter that Harris was no longer involved with the tour. He cited technical restrictions as the reason for his cancellation. He was replaced by Skeet Skeet DJ.
While Perry performed at TSB Bank Arena in Wellington, New Zealand, on May 10, 2011, a 24-year-old woman was attacked in a mosh-pit situation. Injuries include black eyes along with minor cuts and bruises. The woman claims she was attacked by another female concert participants in front of her when she told him to "stop pushing her". Perry announced on his website that over $ 150,000 was raised for a Ticket-To-Charity fundraiser, in which a portion of the proceeds from the tour revenue were donated to charity. The money is shared between three charities: the Children's Health Fund (CHF), the Heart of Hearts, and the Humane Society of the United States. EMI donated an album signed by Perry himself to be auctioned for the Society for the Prevention of Cruelty to Animals Auckland. The auction was for the promotion of the California Dreams Tour, where he had visited in New Zealand. The auction closes on May 31, 2011. In November, Perry announced a free show at the Staples Center in Los Angeles, which was recorded for a DVD tour. Live performances recorded later used for the film Katy Perry: Part of Me .

Jon Mitchell of MTV reviewed the concert at Uniondale and said that "The show is very impressive with its story line about Perry's journey through Candy Land in the pursuit of a" baker boy "who can almost become a Broadway jukebox musical in the" Rock Abad "or" Mamma Mia. "
Joseph Brannigan Lynch from Entertainment Weekly reviewed the tour all night in New Jersey, featuring Robyn. He gave it a positive review, but said "Tell me what you would do about Katy Perry - sure, she has a weak voice and her songs mostly lack substance - but as courier foamy delights and eye-catching effulgence, she becomes one of the pop stars most satisfactory at the moment. " Metro.co.uk gave it a positive review. They said, "The show has a sweet theme and Katy performs in front of a candy ladder with a giant lollipop background with strange outfits from a shimmering mesh stocking, a sparkly heart-shaped corset, and a bright pink tutu." John Mitchell of MTV News gave the concert a very positive review. He says "It's colorful, triumphant and the perfect way to end an almost perfect pop event" and also adds "Unlike many people who like to dance (think Lady Gaga or Britney Spears), Perry left most of the dance for the reserve troupe talented, individually introduced during a solo for popular candy-related songs.
